Macedonia (October 2004) - USTDA awards definitional mission for Macedonia to Enviromation and Mayflower Partners
As sub-contractor to Enviromation, Inc., Mayflower Partners wins definitional mission from the U.S. Trade and Development Agency to advise on providing potential financing for a feasibility study to upgrade the Negotino Thermal Power Plant and for technical assistance to help Macedonia comply with EU directives on wastewater, solid waste and renewable energy. Mayflower Partners is investigating international and local debt and equity sources which may be available to support these projects.

China (June 2004) - Mayflower Partners advises USTDA on Shanghai municipal water authority
Mayflower Partners advises USTDA on changes to an enterprise bond financing technical assistance program for the Shanghai Water Services Assets Operation and Development Company ("SWAOD"). Black and Veatch of Gaithersburg, MD, is the Contractor to USTDA, preparing SWAOD to issue the first municipal water authority enterprise bond in China. Mayflower reviewed the changed terms of reference and made recommendations to the Contractor and USTDA on how best to successfully complete the technical assistance program, given conditions in the China bond market.

Czech Republic, Hungary, Poland and Slovak Republic (April 2004) - Mayflower Partners part of waste-to-energy and renewable energy definitional mission with Enviromation and Environmental Services Group International to review 36 projects in four countries
Since their accession to the European Union, several EU policies and directives have made the move to waste-to-energy and renewable energy imperative for these four countries. Pollution control mandates, renewable energy requirements and reductions in landfilling all create policy requirements to promote waste-to-energy and renewable energy. This policy goal caused many of the countries to implement mandatory purchase prices for energy formed from renewable sources. These mandatory purchase prices and other policies make waste-to-energy and renewable energy projects more economically viable. Mayflower Partners reviewed financing plans and financial sources for five projects which may receive USTDA technical assistance and other funding (Hungary (1), Poland (2) and Czech Republic(2)).

Philippines (March 2004) - Mayflower Partners attends USAID's "Innovative Water and Wastewater Financing Workshop for the Asia and Near East Region" in Manila, Philippines
Mayflower Partners was invited to attend the U.S. Agency for International Development's Water Financing Workshop in Manila from March 14 to 17, 2004. As a private sector financial advisory firm, Mayflower was asked to provide input on creating bankable financial structures for water utilities in Asia and the Near East. The conference discussed pooled financing mechanisms, existing water utility financing models in Mexico and India, and credit ratings needed for municipal water authorities to raise bonds in the local and international capital markets.

A private sector company panel was assembled by Kathy Shandling of the International Private Water Association to discuss private sector investment in the water sector in Asia. The panelists included RWE/Thames, Earthtech/Tyco and Veolia. Representatives from the Asian Development Bank and Japan Bank for International Cooperation provided updates on their support of the water and wastewater sectors. USAID representatives from Washington, DC, Egypt, Lebanon, India, Iraq, Jordan, Indonesia, Philippines, West Bank and Gaza also attended and presented strategy and country updates.
